Does it have an ice maker?
Thats what cools the water. I know it doesn't make sense but they want you to cool your water with ice. It causes too many problems trying to run the water through the refridgerator evaporator coil. That will ruin the compressor and kill everything. And it would cost way too much more to add another cooling system just for the water.

if your refrigerator is suppose to have cold water there should be a coil loop behind the crisper drawers that the water goes thru before going to the dispenser, even with this if you don't use your water often the first glass or two will be room temp due to the hose from the coil to the door dispenser
