if the filters have dried out you would need to cycle them again.if you want to speed up cycling get some gravel from and established tank.if you don’t want to mix the gravel with what you have put it in a stocking and place it into your tank.
Yes you do need to cycle it if you put fish in it. this site will give you good infomation on your fish,setting up a tank and cycling it.
