you need the conditioner, sorry. you shouldn’t have your tank so stocked that it needs that many water changes.
you *can* get test strips at the store to see if it’s removing the chlorine, but I don’t think it is.
Whether you use filtered water or tap water, you need to test the ph balance of your tank, and make sure it’s ok for you fish’s environment. I don’t think there’s really any short cuts sorry!
