It’s really not all that uncommon to lose a Neon when you first get them. The stress of shipping, being in the store, getting netted and bagged, then finally plunked in a completely new environment is sometimes too much for them.
This happens, and it is why the stores have a replacement guarantee.
Unless you see signs of fungus or parasites, or any disease for that matter, I would not worry too much.
Watch your other fish carefully, as long as everything looks normal, I think you can count this as a fish lost due to stress of acclimation.

You need to look into that situation with the Betta – a lump the size of his head is not right. Possibly a tumor of some kind? Not an expert in Betta maladies.
The missing tail could have been a clue – the fish may have lodged himself under the plant to try to get away from an aggressor. Then again, the tail munching could have happened postmortem. Really no way to tell.
The fish could have died of the stresses listed above, being harassed by the Betta could have added to that.
Some Bettas are more tolerant of tankmates than others. People always seem to think their Betta looks sad and needs friends. Well, Bettas are not capable of forming sad or happy expressions, if they are even capable of feeling such emotions – which is highly doubtful. So I have no idea how people arrive at these conclusions. They are not a shoaling species, quite the contrary actually. When it comes to Bettas, they should be considered "loners". They are, at best, unpredictable with tankmates.
Beta fish are also called Siamese Fighting Fish or Beta Splendens. Male Betas cannot be put in the same bowl together because they will fight. It may be possible that your beta ate the tetra.

Did you let your tank go through the nitrogen cycle? If not, it may have been high ammonia or nitrites. Or, your betta could of have eaten it. Did you find it’s body? If so, did it have a hole in it or was is just as it was when you purchased it? It could have been parasites, bacteria, or even dropsy.There are hundreds of other possibilities.

If your neon tetra was okay but just dead, maybe something in the water caused it or maybe over fed. I had a betta with my platys and guppies and he never did anything to them. people say they are mean but it all depends on their own personality.
If you saw the betta flare at the neons maybe he did kill the tetra, but I really dont think so.
A beta is not considered a community fish. I have however kept them in my community tank for years. The problem is though that if a beta feels crowded he will eat the other fish. He is perfectly peaceful, except with another beta, until he feels crowded, then he just eats everybody smaller. A tank will hold about 1 inch of fish per gallon of water if it is properly aerated, but a beta feels crowded easier than this. Give up and buy a bigger tank, a 10 gallon needs to be cleaned all the time. A well balanced 20 or larger almost never needs cleaning if again it is properly filter, you just vacuum the tank every once and a while, make sure you have bottom feeders like catfish and also add some algae eaters to clean out the algea. I never clean my 39 gallon at all unless I have to move it.
