No, you don’t break in a heater. You most likely have air in the system. Unscrew the aerator and turn the water on full blast. The water should clear up in several seconds.
You need to get the air out of the line.
THE WASHER IS LOOSE. PULL THE STEM AND TIGHTEN THE SCREW AND THAT SHOULD FIX THE PROBLEM. PUT IN A NEW WASHER IF IT IS WORN TOO MUCH. CHECK THE SITE BELOW FOR HOW TO DO IT IF YOU NEED IT.
