What is the technical term for excess runoff water that collects in unwanted locations?
There an apartment complex next door to me that when their sprinklers turn on, the water collects in the nearby alley. This water remains there for about a week and gets dirty. What is the technical name of the collection of this water?
Can it be called swamped water?
Also, does can this water present any health issues to nearby residents?

No, it wouldn’t be "swamped".
Pooling? A flood? Stagnant? Pooling is probably the word you’re looking for.
Yes it can be a health hazard. Stagnant water is a great breeding ground for mosquito and mosquitoes are vectors of many diseases that can effect humans. It’s also not safe drinking water for pets and critters as it may contain runoff chemicals like oil and detergents, or biological agents such as girardia.
