Remember, part of the water line typically goes through crawlspace, ground and ducting so the final temperature is a congregate of the temperature of those three. For water heater sizing they say to use 40 degrees F for the northern parts of the US and 60 degrees F for the southern parts. I presume this is a weighted average (weighted low, since it is for heating calculations). It’ll depend on ambient temperature, and therefore climate and season.
