seeing as it does it while the sprinklers are on also ,and the sprinkler system has its own back-flow prevention and shut off ,that tells me that when you hear this sound you should walk out to your water meter . I’m sure you will notice that it is allot louder there. when you discover that this is true ,dig up the front of the meter to see if YOU ,not the city has a back-flow installed there .if not ,call the city and have the meter replaced for free. for me to try to explain would get too indept ,try it and your problem will be resolved.
Fasten the pipes in more places. That should sort it out.
